      <title>من الوثيقة التوجيهية إلى السياسة اللغوية القابلة للتنفيذ : تحليل نقدي لوثيقة بيروت (2012) وشروط تفعيلها المؤسسي</title>

      <description>تبحث هذه الدراسة في القيمة التخطيطية والمكانة القانونية والمؤسسية لوثيقة بيروت، الصادرة عن المجلس الدولي للغة العربية سنة 2012، وفي الشروط اللازمة لنقلها من مستوى الإعلان المعياري إلى مستوى السياسة اللغوية القابلة للتنفيذ والتقويم. وتنطلق من تمييز منهجي بين وثيقة بيروت، بوصفها نصا توجيهيا صاغ أجندة عامة لحماية العربية، وبين « قانون اللغة العربية » الذي ظهر لاحقا في مسار مؤسسي مختلف؛ وهو تمييز يرفع التباسا مركزيا في القراءات التي تدمج النصين أو تنسب أحكام أحدهما إلى الآخر. اعتمدت الدراسة تحليلا وثائقيا نوعيا يجمع بين النقد الخارجي للمصدر، والتحليل الموضوعاتي، والقراءة المؤسسية لمجالات تخطيط الوضع والمتن والاكتساب والهيبة، مع مقابلة أحكام الوثيقة بمفاهيم السياسة اللغوية وإدارة اللغة وآليات التنفيذ. وأظهر التحليل أن الوثيقة نجحت في توسيع دائرة المسؤولية من الدولة إلى التعليم والإعلام والاقتصاد والمجتمع المدني، وربطت العربية بالسيادة والمعرفة والترجمة والتقنية والفضاء العام. غير أن بنيتها ظلت خطابية واسعة، تفتقر إلى ترتيب الأولويات، وخطوط الأساس، والميزانيات، ومؤشرات الأداء، وآليات التظلم والمراجعة. كما أن بعض تصوراتها للهجات واللغات المحلية والأجنبية تحتاج إلى إعادة تأطير إيكولوجي وحقوقي. وتقترح الدراسة مصفوفة تنفيذية متعددة المستويات تقوم على التشخيص، والحوكمة، والتخطيط القطاعي، والتحفيز، والتقويم الدوري، بما يجعل تمكين العربية متوافقا مع التعدد اللغوي والعدالة المعرفية. Cette étude examine la portée du Document de Beyrouth, publié en 2012 par le Conseil international de la langue arabe, en matière de planification linguistique et de gouvernance institutionnelle, ainsi que les conditions nécessaires au passage d’une déclaration normative à une politique effectivement applicable et évaluable. Elle établit d’abord une distinction indispensable entre le Document de Beyrouth, qui formule une orientation programmatique en faveur de l’arabe, et la « Loi de la langue arabe », élaborée ultérieurement selon un parcours institutionnel distinct. L’analyse repose sur une méthode qualitative de recherche documentaire combinant la critique externe de la source, le codage thématique et la lecture institutionnelle, selon les domaines de planification du statut, du corpus, de l’acquisition et du prestige. Les résultats montrent que le document élargit utilement la responsabilité linguistique à l’État, à l’éducation, aux médias, à l’économie et à la société civile, tout en reliant l’arabe à la souveraineté, à la production scientifique, à la traduction, au numérique et à l’espace public. Son architecture demeure néanmoins largement déclarative : elle ne hiérarchise pas les priorités et ne définit ni situation de référence, ni ressources, ni indicateurs, ni mécanismes de recours ou de révision. Certaines formulations relatives aux dialectes, aux langues locales et aux langues étrangères appellent également une reformulation écologique fondée sur les droits. L’article propose enfin une matrice de mise en œuvre articulant le diagnostic, la gouvernance, les plans sectoriels, les incitations et l’évaluation périodique. This study examines the language-planning potential and juridico-institutional status of the Beirut Document published by the International Council for the Arabic Language in 2012, together with the conditions required to move from a normative declaration to an implementable and assessable language policy. It first establishes a necessary distinction between the Beirut Document, which articulated a broad programmatic agenda for Arabic, and the later “Arabic Language Law”, which followed a separate institutional trajectory. The study employs qualitative document analysis combining external source criticism, thematic coding, and an institutional reading of status, corpus, acquisition, and prestige planning. The findings show that the document usefully distributes responsibility across government, education, the media, the economy, and civil society, while linking Arabic to sovereignty, scientific production, translation, digital technologies, and the public sphere. Yet its architecture remains predominantly declarative: priorities are not ranked; baselines and budgets are absent; performance indicators are unspecified; and mechanisms for appeal, review, and policy learning are underdeveloped. Its treatment of dialects, local languages, and foreign languages also requires an ecological and rights-based reframing. The article, therefore, proposes a multilevel implementation matrix based on diagnosis, governance, sectoral planning, incentives, proportional regulation, and periodic evaluation. Such a model can strengthen Arabic without construing multilingualism as a zero-sum competition and can reconnect language policy with knowledge equity and institutional accountability. </description>

      <title>Diglossia, Bilingualism, and Language Planning in Algeria: Implications for the Use and Prestige of Modern Standard Arabic</title>

      <description>This article re-examines the Algerian linguistic situation by disentangling three notions that are frequently confused in public and sometimes academic discourse: diglossia, bilingualism, and multilingual language planning. It argues that Algeria cannot be adequately described through a simple opposition between Arabic and French, nor through a purely diglossic model limited to Modern Standard Arabic and Algerian Darija. Rather, the Algerian linguistic field is structured by several historically sedimented layers: Arabic diglossia, the official and pedagogical recognition of Tamazight, the long-lasting institutional capital of French, the growing symbolic and utilitarian role of English, and the expansion of hybrid digital writing practices. Methodologically, the study adopts a documentary, critical, and analytical approach, drawing on sociolinguistics, language-in-education policy, and postcolonial language planning. The analysis shows that Modern Standard Arabic retains major symbolic, constitutional, educational, and cultural legitimacy, yet its effective circulation remains constrained by differentiated domains of use, uneven literacy outcomes, disciplinary language gaps, private-school stratification, and the persistence of French in scientific and professional sectors. The article therefore rejects both monolingual reductionism and uncritical linguistic externalization. It concludes by proposing an additive multilingual policy capable of strengthening high-level Arabic literacy, recognizing learners’ existing repertoires, consolidating Tamazight, and sequencing access to foreign languages without reproducing social inequality or weakening Arabic’s intellectual functions. يعيد هذا المقال فحص الوضع اللغوي في الجزائر من خلال التمييز بين ثلاث مفاهيم كثيرًا ما يقع الخلط بينها في الخطاب العام وبعض الاستعمالات الأكاديمية، وهي: الازدواجية اللغوية، والثنائية اللغوية، والتخطيط اللغوي في سياق التعدد. ويذهب المقال إلى أنّ الحالة الجزائرية لا يمكن اختزالها في تقابل بسيط بين العربية والفرنسية، ولا في نموذج ازدواجي يقتصر على العلاقة بين العربية الفصحى الحديثة والدارجة الجزائرية. فالحيز اللغوي الجزائري يتشكل من طبقات تاريخية متداخلة تشمل الازدواجية العربية، والاعتراف الرسمي والتربوي بالأمازيغية، واستمرار الرأسمال المؤسسي للفرنسية، وصعود الإنجليزية بوصفها لغة ذات قيمة رمزية ونفعية، فضلًا عن اتساع الممارسات الكتابية الرقمية الهجينة. ومن الناحية المنهجية يعتمد البحث مقاربة وثائقية نقدية تحليلية تجمع بين السوسيولسانيات، وسياسات اللغة في التعليم، والتخطيط اللغوي في السياقات ما بعد الاستعمارية. وتبين الدراسة أنّ العربية الفصحى الحديثة ما تزال تحتفظ بمشروعية رمزية ودستورية وتعليمية وثقافية قوية، غير أنّ تداولها الفعلي يظلّ متأثرًا بتفاوت مجالات الاستعمال، وبالفوارق في الكفاية القرائية والكتابية، وبصعوبات اللغة العلمية، وبالتمايز المدرسي والاجتماعي، وباستمرار حضور الفرنسية في قطاعات مهنية وعلمية. ويخلص المقال إلى ضرورة تبني سياسة تعددية إضافية تعزز العربية، وتعترف بموارد المتعلمين اللغوية، وتنظم الانفتاح على اللغات الأجنبية دون المساس بوظائف العربية الفكرية والمعرفية. Cet article réexamine la situation linguistique algérienne en distinguant trois notions fréquemment confondues dans le discours public et parfois dans les usages académiques : la diglossie, le bilinguisme et la planification linguistique plurilingue. Il soutient que l’Algérie ne peut être décrite ni par une simple opposition entre arabe et français ni par un modèle exclusivement diglossique limité au couple arabe standard moderne/darija algérienne. Le champ linguistique algérien est, au contraire, structuré par plusieurs couches historiquement sédimentées : la diglossie arabe, la reconnaissance officielle et pédagogique du tamazight, le capital institutionnel durable du français, le rôle symbolique et utilitaire croissant de l’anglais, ainsi que l’expansion des écritures numériques hybrides. Sur le plan méthodologique, l’étude adopte une démarche documentaire, critique et analytique, articulant sociolinguistique, politiques linguistiques éducatives et planification postcoloniale. L’analyse montre que l’arabe standard moderne conserve une forte légitimité symbolique, constitutionnelle, scolaire et culturelle, mais que sa circulation effective demeure contrainte par la différenciation des domaines d’usage, les inégalités de littératie, les écarts de langue disciplinaire, la stratification scolaire privée et la persistance du français dans des secteurs scientifiques et professionnels. L’article plaide ainsi pour un plurilinguisme additif consolidant l’arabe, reconnaissant les répertoires des apprenants et organisant l’accès aux langues étrangères sans affaiblir les fonctions intellectuelles de l’arabe. </description>

      <title>Tanḍawit d uslugen n tmazight</title>

      <description>Dans cet article, nous nous proposons de mettre en corrélation le phénomène de la géographie linguistique et celui de l’aménagement linguistique en ce qui relève du domaine berbère. En effet, lors de l’aménagement du berbère, l’on est appelé à réfléchir sur le choix de la norme linguistique face à la variation linguistique.Nous proposons ici des critères qui permettent la gestion de la variation face à la norme. Ces critères sont celui de la fréquence et de l’authenticité, c’est-à-dire la représentativité territoriale sur l’ensemble du domaine berbère.Ainsi, à l’aide de ces deux critères, il est plus ou moins aisé de choisir un représentant lexical parmi une multitude de lexèmes en concurrence.  في هذا المقال نقترح ربط ظاهرة الجغرافيا اللغوية بظاهرة التخطيط اللغوي في المجال الأمازيغي  في الواقع، خلال التخطيط اللغوي للأمازيغية، اخترنا معيار اللغة مقابل التباين اللغوي. نقترح إذا معايير تسمح بإدارة التباين مقابل معيار اللغة. هذه المعايير هي التكرار والأصالة، أي التمثيل الإقليمي للمجال الأمازيغي بأكمله. وباستخدام هذين المعيارين، يكون من السهل إلى حدّ ما، إختيار ممثل معجمي من بين العديد من المعاجم المتنافسة. In this communication, we propose to correlate the phenomenon of linguistic geography and that of linguistic planning with regard to the Berber domain. The Berber language being an undeveloped language, notwithstanding its status defined by article 3 bis of the Algerian constitution, is confronted with the phenomenon of linguistic variation. Indeed, during the linguistic planning of Berber, one is called to think carefully about the choice of the linguistic standard in the face of linguistic variation.However, we propose here to set up criteria which make it possible to implement the management of variation against the standard. These criteria are that of frequency and authenticity, that is to say territorial representativeness over the whole of the Berber domain.Thus, using these two criteria, it is more or less easy to choose a lexical representative among a multitude of competing lexemes. </description>
