Digital Technologies for Preserving and Accessing Manuscript Heritage in Algeria: HTR, Multispectral Imaging, and Sustainable Archival Infrastructures

Manuscript heritage in Algeria is dispersed across national, local, religious, and private repositories and faces simultaneous risks of material deterioration, limited discoverability, and restricted scholarly access. This article examines how digital technologies can support preservation and access without confusing digitization with conservation or technological novelty with evidential reliability. It adopts a critical narrative review that combines peer-reviewed work on handwritten text recognition (HTR), multispectral imaging, and digital heritage with current archival standards and verifiable sources from Algerian institutions. The analysis distinguishes four functional layers: preservation-quality image capture; computational transcription and enrichment; interoperable description and dissemination; and long-term digital preservation. HTR can substantially accelerate transcription when models are trained and evaluated on representative ground truth, whereas multispectral imaging is valuable for selected illegible or erased texts rather than as a routine substitute for conservation. Three-dimensional and volumetric imaging are relevant to specific material problems, while blockchain remains an optional provenance mechanism rather than a prerequisite for archival authenticity. For Algeria, the most defensible strategy is incremental: survey holdings, establish imaging and metadata standards, develop pilot HTR corpora for Arabic and Maghrebi scripts, expose collections through interoperable services, and preserve master files within an OAIS-aligned infrastructure. The article argues that digital sovereignty depends less on spectacular tools than on documented workflows, skilled teams, standards, sustainable storage and transparent governance.
