      <link>https://aleph.edinum.org:443/18222</link>
This study examines Noam Chomsky’s Strong Minimalist Thesis within the development of the Minimalist Program and the biological approach to language. It investigates the transition from explaining language acquisition through the principles and parameters of Universal Grammar to identifying general principles that contribute to the design of the language faculty. The approach is theoretical and analytical, with a historical and conceptual dimension. It draws on selected works by Chomsky and explanatory studies in Arabic and English, focusing on the development of the minimalist project between 1995 and 2023. The analysis connects the three factors in language development with interface conditions, computational efficiency, Merge, and the reduction of representational levels. It identifies a redistribution of the explanatory burden among genetic endowment, linguistic experience, and language-independent principles, alongside the attempt to reduce the language-specific content attributed to Universal Grammar. It also highlights the role of Merge in generating hierarchical expressions and that of the conceptual-intentional and sensory-motor systems in their interpretation and externalization. The study concludes that the thesis's explanatory scope depends on deriving specific properties from general principles while preserving empirical coverage. Optimality remains a research hypothesis requiring explicit assessment criteria. Conceptual analysis alone cannot establish neural implementation or explain every dimension of linguistic variation and use. </description>
