      <title>Arcif 2025 and the Bibliometric Position of Algerian Scientific Journals: Scale, Impact, and the Limits of Regional Leadership</title>

      <description>This article examines the position of Algerian scientific journals in the 2025 Arcif report by distinguishing publishing scale, disciplinary distribution, quartile classification, citation performance, journal impact, author visibility, and institutional representation. It adopts a descriptive bibliometric design based on the official report and Arcif’s methodological and classification resources. Data were extracted at seven analytical levels, while percentages and citation averages were independently recalculated to verify their internal consistency. Algeria ranks first by number of accredited journals, with 426 titles representing 33.5% of the Arcif set, and by number of cited authors, with 26,834 researchers. Forty-one Algerian journals are classified in Q1, and the country ranks second by citations received by institutionally affiliated authors. Several Algerian universities also occupy leading Arab positions. However, the highest-ranked Algerian journal appears only at rank 101 in the overall Arcif impact-factor classification. The findings reveal a structural asymmetry between numerical leadership and normalized citation impact. They support a strategy centred on editorial consolidation, transparent peer review, interoperable metadata, multilingual discoverability, and selective international indexing. The conclusions remain limited to Arcif’s coverage and should not be extrapolated directly to Scopus or Web of Science. يحلل هذا المقال موقع المجلات العلمية الجزائرية في تقرير أرسيف لسنة 2025، من خلال التمييز بين حجم النشر، والتوزيع التخصصي، والتصنيف الربعي، والأداء الاستشهادي، ومعامل تأثير المجلات، وظهور المؤلفين، والتمثيل المؤسسي. وتعتمد الدراسة منهجًا ببليومتريًا وصفيًا يستند إلى التقرير الرسمي وإلى الموارد المنهجية والتصنيفية التي يتيحها أرسيف. جُمعت البيانات وفق سبعة مستويات تحليلية، وأعيد حساب النسب ومتوسطات الاستشهاد للتحقق من اتساقها الداخلي. تحتل الجزائر المرتبة الأولى من حيث عدد المجلات المعتمدة، إذ بلغ عددها 426 مجلة تمثل 33.5٪ من مجموع المجلات المدرجة في أرسيف، كما تتصدر من حيث عدد المؤلفين المستشهد بهم، والبالغ 26,834 مؤلفًا. وصُنفت 41 مجلة جزائرية ضمن الفئة Q1، في حين جاءت الجزائر ثانية عربيًا من حيث الاستشهادات التي تلقتها أعمال المؤلفين المنتسبين إلى مؤسساتها. كما احتلت جامعات جزائرية مراتب عربية متقدمة. غير أن أعلى مجلة جزائرية ترتيبًا لم تظهر إلا في المرتبة 101 ضمن التصنيف العام لمعامل التأثير. وتكشف النتائج عن تفاوت بنيوي بين الصدارة العددية والأثر الاستشهادي المعياري، وتؤكد ضرورة توطيد الجودة التحريرية، وشفافية التحكيم، وقابلية التشغيل البيني للبيانات الوصفية، والإتاحة متعددة اللغات، والفهرسة الدولية الانتقائية. Cet article analyse la position des revues scientifiques algériennes dans le rapport Arcif 2025 en distinguant volume de publication, répartition disciplinaire, classement par quartile, performance citationnelle, facteur d’impact, visibilité des auteurs et représentation institutionnelle. Il adopte une démarche bibliométrique descriptive fondée sur le rapport officiel ainsi que sur les ressources méthodologiques et classificatoires d’Arcif. Les données ont été extraites à sept niveaux d’analyse, tandis que les pourcentages et les moyennes de citations ont été recalculés afin d’en vérifier la cohérence interne. L’Algérie occupe le premier rang par le nombre de revues accréditées, avec 426 titres représentant 33,5% de l’ensemble Arcif, et par le nombre d’auteurs cités, qui atteint 26 834. Quarante et une revues algériennes sont classées en Q1, et le pays arrive en deuxième position pour les citations reçues par les auteurs affiliés à ses institutions. Toutefois, la première revue algérienne n’occupe que le 101e rang du classement général par facteur d’impact. Les résultats révèlent ainsi une dissymétrie structurelle entre leadership numérique et impact citationnel normalisé. Ils plaident pour une consolidation éditoriale fondée sur la transparence de l’évaluation, l’interopérabilité des métadonnées, la visibilité multilingue et une indexation internationale sélective. </description>
