      <title>Diglossia, Bilingualism, and Language Planning in Algeria: Implications for the Use and Prestige of Modern Standard Arabic</title>

      <description>This article re-examines the Algerian linguistic situation by disentangling three notions that are frequently confused in public and sometimes academic discourse: diglossia, bilingualism, and multilingual language planning. It argues that Algeria cannot be adequately described through a simple opposition between Arabic and French, nor through a purely diglossic model limited to Modern Standard Arabic and Algerian Darija. Rather, the Algerian linguistic field is structured by several historically sedimented layers: Arabic diglossia, the official and pedagogical recognition of Tamazight, the long-lasting institutional capital of French, the growing symbolic and utilitarian role of English, and the expansion of hybrid digital writing practices. Methodologically, the study adopts a documentary, critical, and analytical approach, drawing on sociolinguistics, language-in-education policy, and postcolonial language planning. The analysis shows that Modern Standard Arabic retains major symbolic, constitutional, educational, and cultural legitimacy, yet its effective circulation remains constrained by differentiated domains of use, uneven literacy outcomes, disciplinary language gaps, private-school stratification, and the persistence of French in scientific and professional sectors. The article therefore rejects both monolingual reductionism and uncritical linguistic externalization. It concludes by proposing an additive multilingual policy capable of strengthening high-level Arabic literacy, recognizing learners’ existing repertoires, consolidating Tamazight, and sequencing access to foreign languages without reproducing social inequality or weakening Arabic’s intellectual functions. يعيد هذا المقال فحص الوضع اللغوي في الجزائر من خلال التمييز بين ثلاث مفاهيم كثيرًا ما يقع الخلط بينها في الخطاب العام وبعض الاستعمالات الأكاديمية، وهي: الازدواجية اللغوية، والثنائية اللغوية، والتخطيط اللغوي في سياق التعدد. ويذهب المقال إلى أنّ الحالة الجزائرية لا يمكن اختزالها في تقابل بسيط بين العربية والفرنسية، ولا في نموذج ازدواجي يقتصر على العلاقة بين العربية الفصحى الحديثة والدارجة الجزائرية. فالحيز اللغوي الجزائري يتشكل من طبقات تاريخية متداخلة تشمل الازدواجية العربية، والاعتراف الرسمي والتربوي بالأمازيغية، واستمرار الرأسمال المؤسسي للفرنسية، وصعود الإنجليزية بوصفها لغة ذات قيمة رمزية ونفعية، فضلًا عن اتساع الممارسات الكتابية الرقمية الهجينة. ومن الناحية المنهجية يعتمد البحث مقاربة وثائقية نقدية تحليلية تجمع بين السوسيولسانيات، وسياسات اللغة في التعليم، والتخطيط اللغوي في السياقات ما بعد الاستعمارية. وتبين الدراسة أنّ العربية الفصحى الحديثة ما تزال تحتفظ بمشروعية رمزية ودستورية وتعليمية وثقافية قوية، غير أنّ تداولها الفعلي يظلّ متأثرًا بتفاوت مجالات الاستعمال، وبالفوارق في الكفاية القرائية والكتابية، وبصعوبات اللغة العلمية، وبالتمايز المدرسي والاجتماعي، وباستمرار حضور الفرنسية في قطاعات مهنية وعلمية. ويخلص المقال إلى ضرورة تبني سياسة تعددية إضافية تعزز العربية، وتعترف بموارد المتعلمين اللغوية، وتنظم الانفتاح على اللغات الأجنبية دون المساس بوظائف العربية الفكرية والمعرفية. Cet article réexamine la situation linguistique algérienne en distinguant trois notions fréquemment confondues dans le discours public et parfois dans les usages académiques : la diglossie, le bilinguisme et la planification linguistique plurilingue. Il soutient que l’Algérie ne peut être décrite ni par une simple opposition entre arabe et français ni par un modèle exclusivement diglossique limité au couple arabe standard moderne/darija algérienne. Le champ linguistique algérien est, au contraire, structuré par plusieurs couches historiquement sédimentées : la diglossie arabe, la reconnaissance officielle et pédagogique du tamazight, le capital institutionnel durable du français, le rôle symbolique et utilitaire croissant de l’anglais, ainsi que l’expansion des écritures numériques hybrides. Sur le plan méthodologique, l’étude adopte une démarche documentaire, critique et analytique, articulant sociolinguistique, politiques linguistiques éducatives et planification postcoloniale. L’analyse montre que l’arabe standard moderne conserve une forte légitimité symbolique, constitutionnelle, scolaire et culturelle, mais que sa circulation effective demeure contrainte par la différenciation des domaines d’usage, les inégalités de littératie, les écarts de langue disciplinaire, la stratification scolaire privée et la persistance du français dans des secteurs scientifiques et professionnels. L’article plaide ainsi pour un plurilinguisme additif consolidant l’arabe, reconnaissant les répertoires des apprenants et organisant l’accès aux langues étrangères sans affaiblir les fonctions intellectuelles de l’arabe. </description>

      <title>English and French in Algerian Higher Education: Competition, Complementarity, and Language Policy</title>

      <description>This article examines how the recent strengthening of English in Algerian higher education is reshaping the relationship between English and French in teaching, research, and academic publication. It is based on an exploratory questionnaire survey conducted with 19 university teachers from five Algerian universities and across several disciplines (French, English, Tamazight, Arabic, and Sociology). The study combines closed and open-ended questions in order to identify perceptions of the new language policy, its motivations, its practical constraints, and its possible consequences for research practices. The results indicate a strong awareness of the policy among respondents and a broad perception that English is gaining institutional and symbolic legitimacy, especially in relation to international scientific visibility, access to knowledge, mobility, and employability. At the same time, the data show that French still occupies a significant place in administration, some disciplinary traditions, and collaborations within Francophone spaces. The article argues that the current situation should be interpreted neither as a simple replacement of French by English nor as a stable bilingual equilibrium, but rather as a transitional configuration marked by competition, differentiated complementarity, and uneven institutional adjustment. تبحث هذه الدراسة في الكيفية التي يؤدي بها التعزيز الأخير للغة الإنجليزية في التعليم العالي الجزائري إلى إعادة تشكيل العلاقة بين الإنجليزية والفرنسية في التدريس والبحث والنشر الأكاديمي. وتعتمد الدراسة على استبيان استكشافي وُزِّع على 19 أستاذًا جامعيًا من خمس جامعات جزائرية ومن تخصصات مختلفة تشمل الفرنسية والإنجليزية والأمازيغية والعربية وعلم الاجتماع. وقد جمع الاستبيان بين أسئلة مغلقة وأخرى مفتوحة لرصد تصورات الأساتذة حول السياسة اللغوية الجديدة، ودوافعها، وإكراهاتها العملية، وآثارها المحتملة في ممارسات البحث العلمي. وتُظهر النتائج ارتفاع مستوى الوعي بهذه السياسة لدى المشاركين، مع وجود تصور واسع بأن الإنجليزية تكتسب مكانة مؤسساتية ورمزية متزايدة، ولا سيما فيما يتعلق بالظهور العلمي الدولي، والوصول إلى المعرفة، والتنقل الأكاديمي، وفرص التشغيل. وفي المقابل، تكشف المعطيات أن الفرنسية ما تزال تحتفظ بمكانة معتبرة في الإدارة، وفي بعض التقاليد التخصصية، وفي التعاون مع الفضاء الفرنكوفوني. وتخلص الدراسة إلى أن الوضع الراهن لا يمكن اختزاله في إحلال بسيط للإنجليزية محل الفرنسية، ولا في توازن ثنائي مستقر، بل ينبغي فهمه بوصفه وضعًا انتقاليًا يتسم بالتنافس، والتكامل المتمايز، وتفاوت وتيرة التكيف المؤسسي. Cet article examine la manière dont le renforcement récent de l’anglais dans l’enseignement supérieur algérien reconfigure les rapports entre l’anglais et le français dans l’enseignement, la recherche et la publication académique. Il s’appuie sur une enquête exploratoire par questionnaire menée auprès de 19 enseignants universitaires relevant de cinq universités algériennes et de plusieurs disciplines (français, anglais, tamazight, arabe et sociologie). Le dispositif combine des questions fermées et ouvertes afin d’identifier les perceptions de la nouvelle politique linguistique, ses motivations, ses contraintes pratiques et ses effets possibles sur les pratiques de recherche. Les résultats montrent une forte connaissance de cette orientation par les répondants et une perception largement partagée d’une montée en légitimité institutionnelle et symbolique de l’anglais, notamment en lien avec la visibilité scientifique internationale, l’accès aux savoirs, la mobilité et l’employabilité. Dans le même temps, les données indiquent que le français conserve une place importante dans l’administration, dans certaines traditions disciplinaires et dans les collaborations avec l’espace francophone. L’étude défend l’idée que la situation actuelle relève moins d’un simple remplacement du français par l’anglais que d’une configuration transitoire marquée par la concurrence, la complémentarité différenciée et des ajustements institutionnels inégaux. </description>

      <title>Le verbe italien et le verbe français : deux verbes structurellement identiques</title>

      <description>En dépit des dissimilitudes de surface que l’on peut observer en comparant le verbe français et le verbe italien, ces derniers, au vrai, présentent des structures identiques. Ils ne se distinguent l’un de l’autre que par leur composition génétique respective. Cette disparité n’induit en rien une différence de structure en langue, mais en revanche influe sur les mécanismes de la mise en discours. C’est l’organisation du verbe tel qu’il se donne à voir en discours qui laisse croire à une différence de structure. Cet article, en ne consacrant que l’analyse de la configuration des verbes deux systèmes en langue, veut montrer que malgré les apparences, les verbes en français et italien sont structurellement identiques. Despite their apparent dissimilarities, the French and the Italian verbal systems are actually founded on identical structures. They only differ in their genetics. That discrepancy does not involve a difference in language structure, yet it does affect the workings of speech. It is the verb as it is organised in actual speech which conveys that seeming structural difference. This article, by strictly analysing the configuration of verbs from both linguistic systems, offers to demonstrate that French and Italian verbs are structurally identical. إن الاختلافات السطحية التي يمكن أن نلاحظها عندما نقارن الفعل في اللغة الفرنسية بالفعل في اللغة الإيطالية، نجد أن هذين الفعلين يمثلان بنية متطابقة، ولا يتميز أحدهما عن الآخر إلا بتركيبتهما الاشتقاقية. هذا التباين لا يمثل اختلافا في بنية اللغة، لكن بالمقابل يؤثر على آليات الخطاب. إن نظام الفعل هو الذي يجعلنا نظن أن هناك اختلافا في البنية. هذا المقال يؤكد على أن تحليل صيغ الأفعال في اللغتين، يبين أنه وبالرغم من مظاهرهما، أن الأفعال في الفرنسية والإيطالية متطابقة بنويا. </description>
