https://aleph.edinum.org:443/10740 Entrées d’index fr 0 https://aleph.edinum.org:443/13017 كان الهدف من هذه المقالة هو البحث في مضامين الحوكمة الأمنية وإظهار مدى فعاليتها في التنسيق والتعاون والتنظيم الأمني الإقليمي في المنطقة المغاربية، على اعتبار أن هذه المنطقة تشهد تداخلا وتشابكا يستدعي بناء هوية أمنية مركبة في ظل تجزؤ الدولة كفاعل أمني في مقابل تعددية الجهات الفاعلة اللاشرعية. وقد اتضح جليا أن فاعلية الحوكمة الأمنية في المنطقة المغاربية تبقى محدودة إلى حد بعيد، في ظل غياب إرادة سياسية تفتح الباب للمجتمع المدني كأحد أذرع الحوكمة الأمنية لضمان الفعالية والمراقبة والشفافية، وخلق نمط تعاوني-نسقي جديد. L’objectif de cet article était d’enquêter sur le contenu de la gouvernance sécuritaire et de montrer son efficacité dans la coordination, la coopération et l’organisation régionale de la sécurité dans la région du Maghreb, étant donné que cette région connaît des chevauchements et des enchevêtrements qui nécessitent la construction d’une identité sécuritaire complexe à la lumière des la fragmentation de l’État en tant qu’acteur de la sécurité en échange de la multiplicité des acteurs illégaux.Il est devenu évident que l’efficacité de la gouvernance de la sécurité dans la région du Maghreb reste largement limitée, en l’absence d’une volonté politique qui ouvre la porte à la société civile comme l’un des bras de la gouvernance de la sécurité pour assurer l’efficacité, le contrôle et la transparence, et pour créer un nouveau modèle coopératif de coordination.Gouvernance Sécuritaire, Région du Maghreb, Algérie, Menaces Sécuritaires Asymétriques The aim of this article was to investigate the contents of security governance and to show its effectiveness in coordination, cooperation and regional security organization in the Maghreb region, given that this region is witnessing overlapping and entanglement that requires building a complex security identity in light of the fragmentation of the state as a security actor in exchange for the multiplicity of illegal actors.It has become evident that the effectiveness of security governance in the Maghreb region remains largely limited, in the absence of a political will that opens the door to civil society as one of the arms of security governance to ensure effectiveness, oversight and transparency, and to create a new cooperative-coordinating pattern. mer., 16 oct. 2024 21:09:20 +0200 ven., 13 déc. 2024 18:20:00 +0100 https://aleph.edinum.org:443/13017
